As far as the number of deaths goes it just seemed that since a lot more cities were attacked it should be higher, but I’ve only seen the movie once so I may be wrong.

As New York was one of the cities that were destroyed, it made America one of the victims of Dr Manhattan too so the other countries could see they weren’t behind the attacks, hence no war. They united against him.

And Ozymandias killed just as many people in the book as the film so I don’t think it was any more shocking that some of the group agreed with him in the film.

While I can understand why most people may think that the original end of the comic would not work well on screen I feel it still would have been better than what was in the movie. Having Ozymandias use Dr. Manhattan energy signature to nuke a over a dozen cities in the world makes no sense to me because instead of having aliens attack the earth thus making the world come together against the alien invaders, you have an American super hero blowing up most of the major cities in the world. I really can’t see how in a world in the middle of the cold war this would have not cause a major world war. Also having Ozymandias kill so many more people makes his point a lot harder to agree with even if you think that it would work in bringing the world together.
